Buttsnack will immediately be mega evolving and starting things out with Attract. Or at least that's Steve's plan. If Torkoal is male then Buttsnack's not going to waste his time with a move that won't work, he'll go straight into Rain Dance. If Torkoal is female, Rain Dance will be Steve's next order.
From then on, his main plays are going to be his more powerful water and ground moves like Surf, Waterfall, and Earthquake.
He will be refreshing Rain Dance as needed, then Attract as new Pokémon are released. If Buttsnack ignores this order for two different Pokémon then Steve will appear to get the hint and tack "if it's a girl" onto the end for the remainder of the match. Apparently the Pokémon is training the trainer in this case. Whether Buttsnack blatantly picking and choosing which orders to take impacts on if Steve is eligible for this badge... well, that may not even matter in the end. He's not super familiar with either Camerupt or Houndoom, so yes, this does apply to those, even with their gender differences.
Speaking of Camerupt and Houndoom, those will likely be his biggest challenges since Buttsnack doesn't resist ground or dark moves. This will mostly be combated by making use of hyper potions, though if his health is low-ish when a new Pokémon is sent out Steve might chance him using Endeavor before he heals him back up if he doesn't seem likely to faint from just one attack.
