While Dinah and Deva don't have the best advantage against such high-Defense opponents, they do have stat-altering moves that can bring their opponents to heel. Deva's got Calm Mind to boost Attack and Special Attack, and then can use Baton Pass to not only switch out with another Pokemon, but pass that stat boost onto them as well. Dinah has Baby Doll Eyes, Attract (if we can bring gender into play), and Simple Beam, as well as Power-Up Punch, a Fighting type move that is not only super effective against Brock's rocks, but boosts Dinah's attack with every connecting hit.
As for her other Pokemon, they are going all in on moves that will get a STAB - Marnie and Madeline's Water moves, Ramsay's Grass moves, and Dart's Steel moves will slam into their opponents with as much force as possible. We're going for a type advantage overwhelming kind of strategy here.
