Almost certainly. But Steven only has two Ground-type pokemon and Conchita's even higher level, so curbstomping it is. Piltdown is only around so that if god forbid Iron Giant goes down, there's someone to hang around and soak hits while Steven administers the revive and hyper potion, before he sends Iron Giant right back out again.
Anyway, Steven knows what he's here for and what he's here for is to brutally and efficiently shut down Lt Surge. He's just gotten back after six years away and he's ready to show that said time away hasn't made him rusty.
For all three members of Surge's team, he'll start off with Mud Slapping to fuck up their accuracy. With Electabuzz and Raichu he'll then move into causing Earthquakes and flinging himself around with his High Horsepower. For Magneton he'll do much of the same, only tossing in some Hammer Arms, Dynamic Punches, and Focus Punches. Whenever he misses an attack, he proceeds to throw a Stomping Tantrum.
Unfair? Possibly. But Steven doesn't really care right now. Sorry.
