Everyone Akane's going up against is vulnerable to the same things: Ground and Water. Most of them, except for Camerupt, are also vulnerable to Rock too. (Granted, Magcargo and Houndoom are also vulnerable to Fighting.) Anyway, because the weaknesses are all so similar over Blaine's elite team, Akane will be pursuing a similar strategy to the one she used for Lt Surge, which means instead of matching her Pokemon to Blaine's, she'll just be deploying them in order of usefulness in this fight and keep them out until they faint or run out of attacks.
First out is Q-no, who as both Water and Ground is extra-strong against Fire pokemon. Rain Dance boosts their Water attacks, Muddy Water reduces accuracy, then Aqua Tail, Surf, and the occasional Earthquake.
When Q-no is done, it's time to make use of W-tachi, who has a lot of variety in their Water moves. Aqua Ring keeps them healing. Whirlpool helps trap their opponent. Surf and Hydro Pump hit them hard and Dive lets them evade getting hit by hiding 'underwater.' Brine if their foes get to under half hit points.
If W-tachi goes down, she sends in Slow-dachi. Renewing the Rain Dance keeps the water moves hitting like a mother. Lots of Surfing and some Water Pulsing.
After Slow-dachi, it's time to change tactics to concentrate more on Ground pokemon. S-tan goes in, wearing her go-goggles as usual so that she can raise a Sandstorm to up her evasion. With S-tan, we basically use tried and true methods that have worked before, so she'll Rock Tomb for trapping opponents and smack 'em around with Bulldozer and Earthquake.
If S-tan's down, M-ko uses the old tried and true tactics as well: Mud-Slapping to reduce accuracy, then High Horsepower, Earthquake, and Bulldoze.
Finally, if all the rest are down, Akane will send in C-suke. They do a lot of Surfing and Diving in order to take advantage of their Gulp Missile ability but they're not above using a Whirlpool to trap opponents or just use Hydro Pump to hit hard. With enough luck that's all they need to do.
