He sends in Rosso first to inflict some status effects, and then switches to the relatively underleveled Strice to get her - and, let's face it, himself - some valuable battle experience. Hopefully some carefully applied Poison Powder and Leech Seed is enough to even out the playing field for the little Growlithe!
Oh, but he only does that for Whitney's first two Pokémon. When she sends in her Miltank, Doppio isn't taking any chances. He's heard the stories. That's when he swaps Cristina in and lets her go to town.
(Additionally, he's taken only three Pokémon with him rather than a full party not just to keep his Crimes-Only Pokémon out of sight, but also to lessen his chances of being booed out of the gym for lack of fair play. Here's hoping that doesn't backfire on him.)
