Greninja has some gym battle experience, but Kingdra and Tsareena really don't. Bakugou doesn't know how well they are going to fair.
Honestly? It's just going to be pure type advantage. Bakugou doesn't really have anything low level to take this gym on adequately save for Zebstrika. Sorry Misty. Zebstrika is closer to her Pokemon's levels and is new to gym battling. This is to see what he is capable of. But as for Luxray and Emolga? Both Pokemon are really strong and know various electric moves and not afraid to use effects like paralyze. He tends to use both of them pretty often so they are in prime condition and ready for this.
