With a free turn he'll then set up Reflect, which will be kept up as long as possible, in case Theo is up for longer than the first time. After that he'll go on the offensive, using moves like Disarming Voice and Miracle Eye, to get around any attempts by the enemy Pokemon to avoid being hit.
When Theo has had enough, whether fainted or tired, Huey's going to pull out Cavendish (Castform), and have him use Hail to become Snowy Form. From there it's a straightforward exchange of Blizzard and Weather Ball, with his non-STAB moves as backup when necessary. And because Castform is... Castform, if/when Cavendish falls, he's going to call on Furi (Golbat), to do much the same as Theo and concentrate on befuddling the opponent. Confuse Ray, Swift, and Poison Fang for an attempt at status effects will be the main focus there, with Leech Life and Absorb as backups.
Finally, Huey's ace up his sleeve is Moorshire (Stonjourner). He'll likely send her out if the other three have fallen OR at Falkner's last Pokemon, whichever is most likely. Moorshire is to be a literal and figurative wall, starting off with Gravity and Rock Polish then continuing with moves like Rock Tomb, Body Slam, and Rock Slide for the hopeful victory.
