He will lead with Gabriel, understanding that she has the best chance of survival against all of Bugsy's pokemon. Sandalphon will have her use Misty Terrain in order to set up an advantage, then stick with mainly using Draining Kiss and Dazzling Gleam until he has to set up another Misty Terrain.
In the odd chance he does have to switch out, he sends in Michael, focusing mainly on using Bite, Charge, and Spark if out on the field. Sariel is there mainly for moral support, but on the really off chance that he does have to use the Noivern, he will use Wing Attack and Air Cutter.
