For Brock To battle Brock, Doublade will be the lead here, while she doesn't know any damaging steel moves, she will be relying on her ghost type moves here, as well as bug type moves to do damage, as she is steel she will be resistant to most of the rock type moves, and Byleth will use her to tank most of the damage. In conjunction with Meowstic dealing psychic damage but also using his stat-debuffing and protection moves to keep the team safe while they whittle down the opponents. Lastly, why would you bring a Minccino to a rock gym? That's because Byleth intends to use her to Sing the rock types to sleep and then deliver a devastating fightin-type Wake-Up Slap after they have been weakened by Meowstic and Doublade.
For Misty First out would be Meowstic for most of these fights. Using him to debuff the enemy with Disarming Voice and Leer, and protect the rest of the team with Reflect and Light Screen. He can also dish out quite the pain with Psychic and his other STAB moves. Doublade can also offer a lot of damage, specifically to Starmie with Night Slash. The real carry for this gym will be Luxray though, with his arsenal of electric-type moves, he will likely be able to handle most of the damage dealing with Thunder Fang.
