Instead he'll be facing Janine with a team made up of the same number of Pokemon and at around the same level.
As someone who dearly loves his own Crobat, he'll be glad that Janine is leading with one because it means his choice on who to send out first is easy. He'll be leading with Scylla and making ample use of her access to Ice Beam and Psychic to take it out as quickly as possible before it can do that much damage.
His plan is, in fact, to set Scylla up with some Agility and an Aqua Ring when the Ariados comes out; should she get in trouble his plan is to Baton Pass these boosts onto Fantastic Mr. Fox. Application of Will-o-Wisp and Confuse Ray should help to chip away at the health of Janine's two remaining Pokemon, while also making it more difficult for them to land hits of their own. Combine this with Fantastic Mr. Fox's arsenal of high-powered Fire-type moves and he should have no trouble, though if he does Douglas is waiting in the wings to finish things off.
While her Grass typing puts her in danger in this gym, Douglas's Snow Warning ability will add more passive damage, and she's also able to use Ingrain to help keep her HP up. As she should be switching in on an already-injured Venomoth (assuming things go well but not so well that she doesn't need to be brought in at all), she should be able to hold her own long enough to bring it down.

As with Janine, he plans to start with Scylla, and will be employing a similar strategy: use her type-effective moves to do as much damage as possible, set up some stat boosts and healing, and Baton Pass out. He'll likely be Baton Passing fairly quickly, as well, because Scylla is under-leveled for this gym and won't be able to take it on her own.
Scylla will pass out into Kerouac, who lacks any sort of type advantage but does at least have some levels on his side. As usual with Ford's strategy where Kerouac is concerned, he'll be piling on the offensive moves and using Explosion to get in one last big hit once Kerouac's health starts getting dangerously low. He'll be relying on Magmortar's relatively crappy defense to allow Kerouac to do lots of physical damage and quickly.
Finally, against the Rapidash he'll be sending in Nautilus. He's going to be relying on Nautilus's host of effective moves and his high defense stat to carry him here, but should Nautilus be unable to finish the job for whatever reason he'll bring Scylla back in for one last Aqua Tail, which ought to make up the difference.
Of course there's always the chance that it won't -- even Ford is smart enough to recognize this is a fight he'll win by the skin of his teeth with the team he's brought, which is why he has Mirkwood at the back with Sucker Punch as a last resort. A grass type at a fire gym? It's fine. Shh.
