Elsa will keep using Absol as much as she can, using his heaviest hitting moves, then she'll switch to Alolan Ninetales when he can no longer battle.
Once Ninetales is on the field, Elsa is going to seem more confident. She's still riding the rush of Skadi evolving, so to her they're on top of the world. She seems more sure of things as she commands Skadi. She'll use her most powerful ice attacks, primarily Blizzard, to help push the battle in her favor.
Should Ninetales fall, her third Pokemon will be a fire type Vulpix. He doesn't have a level advantage like the others, but he more than makes up for that in energy and enthusiasm. It's his first gym battle and he's here to impress Elsa and have a good time! He bounds around the battle field with the energy of a puppy hyped up on sugar. Elsa will lead the battle off with her fire type Vulpix. He's gonna be super cocky going into this battle, feeding off of Elsa's own confidence. He'll put a lot of extra oomph into his fire attacks, really giving this battle his all because he feels like he's really making his trainer proud. As full as energy as ever, he'll dart around the stage with excitement and enthusiasm, which very well could be his downfall.
Regardless if Vulpix falls before or after, Elsa will swap him out when she has to go up against Scizor because she knows he could use a break. She'll send out her Alolan Ninetales to battle Scizor and aim to take him down with Blizzard and ice type moves as quickly as possible.
