Honestly, Bond wants to win this whole match by herself. The Critics and Kildarby are there are backup.
Bond comes out first, obviously, and will immediately set up Double Team, then a Swords Dance, maybe an Agility. She's got a lot of hard-hitting moves, particularly Brave Bird and Flare Blitz, and she's not shy about using them. If her health starts to fall too low, she's got Roost to bring herself back up to par. Absolute worst case scenario, she can U-Turn to one of the other birds, giving them her stat boosts.
If Bond is defeated or swapped out, The Critics also have Swords Dance, Double Team, Agility, and Roost, so the same general strategy applies to them as well, particularly if they haven't been U-Turn'd in. Instead of Brave Bird and Flare Blitz, they've got firepower in the form of Drill Peck, Sky Attack, and Thrash.
Finally, Kildarby. She's not as beefed up as the previous birds, both in level and movesets, but she's still got Double Team, as well as Assurance, Feint Attack, and Foul Play, all of which may be useful depending on the context of how the battle goes.
Also, no matter what, whenever a new Pokemon is switched in by Falkner? Toxic. All of Venkman's Pokemon know Toxic. No matter what, they will prioritize that once they've upped their evasion, if applicable. It's Venkman's dream to eventually be able to ruin gym leader's days with a horrible Confuse Ray + Toxic + Attract + Double Team combination, but for now he has to settle for just Toxic and Double Team. It's sad.
