Egon could very easily use his few Flying Pokémon to take down the bug gym. However, that wouldn't be very fun now, would it? So, despite people warning him otherwise, he's coming into Azaela Town with only his most cherished bug--Karl Wilhelm Gottlieb Leopold Fuckel.
Why, you ask?
To test his abilities.
(So what if they're a little overleveled? I totally didn't forget to submit this when Egon was passing by Azaela for the first time.)
Anyways, here's the general strategy--Egon's sending out Fuckel the Shuckle in order to put out some entry hazards such as Sticky Web and Stealth Rock. He's then going to Protect Fuckel from any physical attacks, and then put down a Safeguard to prevent any status effects as he sets this up. If he has time, he'll also throw in some Toxic and, if it applies, Attract. With both of these status effects combined, he hopes to be able to cause enough damage to Bugsy's Pokémon and put so many factors on the field so he can pull off his plan for Shuckle domination.
Egon's goal here is to both render any attacks made by the enemy ineffective as well as bolstering his own Pokémon. He's going to use Power Split to try and average the playing field--after all, Shuckle's attack and sp. attack stats are abysmal, and there's nowhere to go but down for the enemy Pokémon. Egon then will have Shuckle use Power Trick to swap Shuckle's new and improved attack/sp. attack stats with Shuckle's absolutely terrifying defense/sp. defense stats. After that, it's time to go ham with Rollout,Stone Edge, and Rock Slide, all the while reapplying the appropriate protective moves when necessary. If Fuckel's health is looking a little low, Egon will let him Rest.
