Lt. Surge As he told Armin, earlier, Shiro leads off with his Marowak, and its ground-based moves. He's relying on Marowak's resistance to electric attacks more than its offensive abilities, to wear down Surge's pokemon more than anything. He also has the Tropius on standby, holding an apicot berry he picked up while talking to Allura at prom. Using that, and Natural Gift to give her a ground type attack, she's the second go-to for this fight. If that fails, the rest of Shiro's team isn't particularly strong or weak against electric attacks, so it's brute force ho!
Erika Shiro promised Krieg he would use his Incineroar here. And that's what he's going to do. Letting the big muscle cat burn her way through her opponents, or supplex them into submission. He figures she can probably hold her own against Erika's pokemon, but if not, he defaults to his combination of his Gengar and Gallade for status-changing moves, most likely hypnosis and light screen, before bringing out his Aggron to clean up the crowd.
There's a theme here. Use type advantages, and if not, steamroll with your lvl 100 Mega Aggron.
