Steven D gets a wage increase! He also gets a unique job offer: one that can be done on a freelance basis and involves what is essentially press sabotage: covering up rocket involvement/rumours, maybe misdirecting towards some other group. What do you say, Steven?

Dirk gets his duct tape all right. Crates of it--yes, crates PLURAL. He could fully cover the Laprasbot in this stuff and still have plenty left over. It's entirely possible that the legitimate market for duct tape is going to see serious shortages in the coming weeks, at least until February rolls around. It's just so much tape.
Speedwagon is denied a promotion, mostly as a result of skipping the Christmas heist.... ghosting Team Rocket during mandatory crimes does not instill faith in the admins. But! He does get... um. A Squirtle? An adorable level 15 Squirtle. It's... uh, also chipped, just like his Rocket Starter. To encourage him to do more crime.
Jules gets a promotion to Private, and an Up-Grade. I guess that was all the Rocket Warehouse had?
Lanque gets five copies of the TM Attract.
Emet gets an Ability Candy... and yes, those do work on Hidden Abilities!
