Personality: Asgore is widely known to monsterkind as a complete and total softy. Despite being an age-old ruler, he doesn't hold himself apart from his subjects at all; his home is always open, and he's frequently out and mingling with his people. Anyone can drop in on him to have a cup of tea, or even challenge him to a fight if that's really what they feel like doing. Though there is a Royal Guard, they don't spend much time guarding their royal. He's very nurturing, and enjoys spending time with children by volunteering at schools, as well as tending his garden.
Of course, Asgore also murders children sometimes! Yaaaaaaay!
Inwardly, Asgore Dreemur is a deeply sad goat. He never got past the loss of his family, and deeply regrets his declaration of war against humans. While he was furious over his childrens' deaths at the time, the anger quickly faded, and he holds no true grudge against humanity as a whole. They're not all responsible for what happened, and certainly the children who fall Underground aren't. But, of course, he kills them nonetheless. Asgore has a very strong sense of duty, and will put the wellbeing of his people before anything else - even his own morals and welfare. The promise of eventual freedom is the only thing keeping many monsters going, so he feels that he must keep that promise, no matter how terrible it is. He can drag his feet and delay war as much as possible, but he can never take back what he's done. Given how closely tied monsters' physical health is to their emotions, he's got definite cause for concern; for the populace to lose all hope could easily be catastrophic.
Even though he feels dutybound, Asgore obviously doesn't believe that this excuses him from guilt. He thinks of himself as a terrible person, he has no real hope for his own future, and he does not believe he deserves mercy. He will in fact outright refuse to accept any from Frisk; should they spare him, and Flowey not arrive to kill him, he will instead commit suicide so that they may go free. He does hope that they may find a way to save the rest of the monsters on the Surface, but he acknowledges that it's a huge responsibility to give to a child. He simply cannot see any other way forward. He puts monsterkind before anything, but given the chance, he'll easily prioritize literally anyone else over himself.
Asgore very much lives in the past; his home is unchanged from when Toriel, Asriel, and Chara lived there, and he's still trying to replicate Toriel's pie recipes. But the True Pacifist ending of the game at least offers some hope for moving forward. It's extremely unlikely that he'll do so at any great speed, but hey. Change is good.

Victory Road Sample: After receiving explanations from the Internet - as much as they seemed able to explain - Asgore is quick to make his way out of New Bark Town. These humans are all kind and helpful, but just now he prefers to be alone for a moment.
(Not entirely, of course. He still wasn't quite comfortable taking the young Pokemon along, but there seemed nothing else he could do short of leaving it alone. He carried it, at least, rather than put it back in the strange capsule.)
Soon he finds a tree off the path, and places a hand against its trunk as he sits beneath it. It's a birch, comfortingly similar to the kind one might find around Mount Ebott. At least some things have remained the same...he frowns, staring at his own furless human hand against the bark.
Human. How karmic.
Asgore has no issue with humans. But the loss of his magic is like a hollow cavern in his chest, and he cannot quite meet the eyes of the humans around him. They don't understand. They would not be so kind and helpful if they did. Perhaps that would be some small justice, of the kind he hasn't faced back home...but he's still got someone to look after, even if it's only a tiny Sunkern. And maybe they'll find a way back someday. He's too old to be that afraid of a few years' wait, and even if this form ages as a human, it will be some time yet before he needs to worry about that. It would be best to stay the course.
So then. He and Sunkern will need a place to stay, and food. In fact, a creature so young probably ought to be fed often. He opens his pack to root around. The human woman claiming to be his mother was…well, he’s concerned for her, frankly, but she seems to have done an admirable job of preparing him for whatever trip he’s meant to take. She’s even packed him some snacks.
Some non-magical, human snacks.
“…ah. I see.” Of course. Asgore is no expert, but he understands human biology better than most monsters alive. He’s never experienced it so intimately. It seems rude to think of it as distasteful. For now, he just breaks a small piece of one off and offers it to the Sunkern. "Are you hungry, little one? It looks like we may be walking for a while."
