We definitely hear you, and apologize for the delay on getting the most recently-swept characters fully removed from the game's materials. The Taken List should now be up to date, with the characters who were swept by the most recent AC (as listed in the AC summary post from October 10th) removed from it (as well as... Kuroko, who I-- the mod writing this message-- did not even realize was still on there. My bad!)
Your second point about overall inactivity in the game is more complicated, but is one that we have noticed and been concerned about as well. For this reason, we have been working on a Retirement mechanic (mentioned here in the September event wrap-up edit) which we hope to present to the game for feedback by the end of October. This mechanic has been requested by multiple players and should address some of your concerns about characters getting a satisfying conclusion to their time in-game. Victory Road becoming more of a sandbox setting is also something that has been discussed amongst us, and isn't something we are opposed to.
In regards to the game's limited activity coming from players who mod... while we understand the concern, we are not really sure what you're asking for here. The players on the mod team chose to be/stay on the mod team because otherwise the game would close, and we enjoy playing in it and want it to still exist! With that in mind, the activity in most recent event has been a good indicator for interest in continuing as a structured game, and we will be taking it into account as we solidify what the proposed retirement mechanic looks like. Our Head Mod is currently away from home on vacation, but once they've returned we will be discussing the matters you've brought up further.
