I'm sure the campers have noticed that the little red mushroom-crazed critters are out for blood. You step on a twig or sneeze too loudly and they zoom over, spitting poison. And nobody wants to be poisoned in the middle of the night because someone snored and summoned the murder demons. Through observation (and a few close calls), Kaiba's realized that the little nightmares tend to stay away from fire.
Kaiba would like to build a number of safely contained torches (like the ones seen lighting certain paths in the game, but at a lower height to properly threaten the Paras) and surround the campsite with them. Don't worry, he's building proper fire pits and isn't trying to set the whole campsite and surrounding wilderness ablaze, and they'll be well-contained in cages to keep sleepy campers from knocking into them. Kaiba might not look like much, but he's an inventor and engineer---he can probably work this out.
His newly caught Ponyta is providing the initial fire spark, and he's managed to convince Emet-Selch to let his Cyndaquil help too.
