In this battle, Cecil’s Shell Bell is held by Seifer the Gyarados.
Against Mizu the Azumarill...
Rosie will start off with Minimize for additional protection, then Charm because that Rollout in the previous round looked painful, followed by Thunderbolt as it is her most stable move that hits a type weakness. If, after those three moves, she’s still over half HP, she’ll use Light Screen for additional protection; if not, she’ll use Life Dew to heal. If Rain Dance ever comes into play, through switched Pokémon or any other means, she’ll switch to Thunder as her main means of attack. This is the matchup Cecil favors.
Firion would begin with Swords Dance for the attack boost, followed by Screech for the defense drop, then move on to Thunder Punch. He might also himself one max power Return, for variety.
Seifer would start with Dragon Dance, followed by Attract. He’d then move on to Rain Dance. Empowering Mizu’s Water-type attacks would be more than worth getting 100% accuracy on Thunder.
Against Lilith the Lapras...
As Cecil also trains two Lapras, he has existing knowledge of the species’ level-up move list and of its two regular abilities.
Rosie would start with Minimize again, followed by Grass Knot, as Cecil is aware that the average Lapras is heavy enough to allow the move to reach its full power. Should Lilith use Rain Dance, she’d use Thunder once in an attempt to land the Paralyze status. Should this matchup immediately follow the mandatory one against Mizu one way or another, he would try to keep her on the field as long as possible.
Firion would start with Focus Punch in hopes of exploiting any setup Lilith may do, followed by Swords Dance, and then Screech if not too damaged. He’d then start using Low Kick repeatedly, taking advantage of Lapras’ heavy weight. This is the matchup Cecil favors if possible.
Seifer would start off with Rain Dance, then Attract, following that up by alternating between Thunder (100% accuracy thanks to the rainy weather) and Stone Edge (works off his much higher Attack stat despite the lower accuracy).
Against Clementine the Flygon...
As Cecil also trains a Flygon, he has existing knowledge of the species’ level-up move list and of its Levitate ability.
Rosie would use Minimize for safety, then move on to Ice Beam, as she has no way to make Blizzard more accurate. Since Magic Guard protects her from indirect damage, she’d take no special measures to counter Sandstorm.
Firion would start with Swords Dance, followed by Ice Punch. Should he fall below half HP or so, he’d heal himself with Life Dew, unless there’s a decent chance his next attack would end the round. As his Steel typing protects him against Sandstorm damage, he’d not take any special measures against it.
Seifer would start with Dragon Dance, then Attract, then follow by alternating between Ice Fang and Avalanche. Should there be any attempt to set up Sandstorm, Rain Dance would be used to counter it on the next turn. This is the matchup Cecil favors if possible.
Cecil’s goal would be a Rosie/Mizu, Firion/Lilith, Seifer/Clementine series of matchups. Should any of these not be possible, he’d favor all other options equally.
