Yes, it takes a pokeball to register a wild pokemon. While it is possible for individuals to travel with unregistered pokemon, this also means those pokemon will receive none of the 'benefits' that we associate with being an owned pokemon. So no being able to use them in battle/breeding them/having trainer or breeder perks apply to them. There can also be issues with business and centers not allowing essentially wild pokemon inside with a trainer.

As for being able to transfer pokemon from anywhere, unfortunately, that won't be possible in VR, nor are we looking into adding that as a feature. Maybe this technology exists in the faraway Galar region, but admittedly, the people of Johto and Kanto can be a bit stubborn and set in their ways. They feel putting thought into what sort of team you are bringing onto a route with you, without the option of changing the make-up of said team once you are out there, helps young trainers grow and develop themselves, as well as learn how to pace themselves and always bring enough appropriate items.

That might be an old-fashioned 'we battled uphill in the snow for three miles when we were young and we liked it' sort of opinion, but it is what it is.
