1. Yes, there totally would be! Everybody loves a good race, and there are definitely Johto and Kanto natives who would turn up both to participate and to watch.

Yes-- you might get a Jenny or two hanging around from time to time to make sure nothing fishy is going on, but as long as it's fairly professional and doesn't seem to be a cover-up for anything questionable, they won't see any reason to shut it down. (But yes, Team Rocket might not take too kindly to a new gambling establishment that they're not in control of! Jolyne could expect to get Rockets lurking around and trying to elbow in on the profits if business winds up taking off.)
3. Characters are allowed to purchase property pretty much wherever they want (as long as they can reasonably pay for it, something something just say they saved up, we won't scrutinize). It's safe to say that anything involving a lot of building will involve some kind of permission acquired from local authorities, but it doesn't need to be a complicated matter. The most important thing is registering it as a business! As long as it's submitted through the Player-Run Business and Services page, it's good to go!
4. City outskirts and larger routes tend to have lots of space to spare! Perhaps near the Fuchsia City end of Cycling Road? There's certainly a lot of empty land out there now that the Safari Zone moved to Cianwood...
