Hisuian pokemon cannot currently learn any TM moves.
In previous generations, different species variants have always had different TMs they could learn. We don't know if Gamefreak is ever going to introduce TMs for Hisuian pokemon or if they will be available in future game generations, but if they do, we don't then want confusion to exist about a difference between TMs they can learn in the games and TMs they can learn in VR. So for now, Hisuian pokemon cannot learn any TMs.
