So, we're in a Pokemon world; what's the stance on trading with NPCs?

In the games there's traditionally some NPCs trading Pokemon, occasionally rare mons too (and some very common ones). I'm assuming it'd need to be of equal or lower level to the Pokemon being traded, but what's the standing on species?
