1. It would be all right for Rick to show up with a small amount of drugs in his pocket-- however, after they're consumed, that's it. There won't be any way to get more unless it's obtained through an event where characters get items from home (which we do sometimes, but not too frequently). There ARE some recreational drugs available in-game if characters know where to find them, like Persim berry zest or Paras shrooms. BUT they aren't addictive and probably aren't really comparable to whatever Rick might be used to.
2. Provided the materials he's using make sense for him to have found around, yes! He can use them to make small/mundane inventions as long as none of them break or replace core mechanics of the game, OR exceed the general level of technology present in the setting. For example, building his own sick bike covered in LEDs would be fine, but building a teleporter or spaceship that lets him warp/zoom around the map at will isn't. If you're not sure what you have in mind for any given invention would be breaking the rules or not, just ask us!
3. The Ledges (tm) are indestructible, because Arceus thinks that's hilarious. You could totally use Earthquake right next to one and it might cause damage to the rest of the landscape, but the ledge would still be standing tall and proud. Climbing on top of a tall Pokemon would also not allow you to cross the ledge (UNLESS you're riding a Gogoat, which can leap up ledges. Life hack!).
