Sadly, there are currently very few Rocket players (only Handsome Jack from Borderlands and Wrath from Fullmetal Alchemist). But the best place to find character trainer classes and ooc contact info would be the Taken list, where you can CTRL+F "Rocket" to find characters in Team Rocket!
As for your second question, yes, it is possible to buy (or steal) other PokeGears and register them under fake IDs if the character is crafty and has the know-how, and has been done in the past. When it comes to changing the identity on your own from the get-go, that I'd like to check in with my fellow mods on and get back to you with a more definitive answer!
