They would definitely call the cops on him, and any coins or prizes he had on him at the time WOULD be confiscated (but, it should be noted, stuff he won on days prior would be safe as long as he had it stashed somewhere else, the cops don't care THAT much about the Game Corner's precious money). As for penalties beyond that, it would depend on the severity of the cheating-- he could have to do some community service, or spend a night down at the precinct until a buddy could come bail him out. Assuming nobody got, like, HURT, probably nothing more severe than that.

Nobody wants to play a character who's completely incapacitated/bedridden for months, so you can assume that he would be Feelin It (tm) for quite awhile but that the Pokemon Center's technology would get him back on his feet a little quicker than broken ribs might heal IRL. However, getting roughed up isn't the same thing as literally reaching the point of death, so the 24-hour magical 'yay you lived!' thing doesn't apply. Nonlethal injuries heal more like normal!
