Pokedex entries are usually handled pretty loosely in-game, especially where it would make dealing with things ICly difficult or impossible—for example, your run of the mill Shedinja is probably not going to actually steal souls from anyone who looks at it wrong, and a Houndoom burn won’t really hurt forever unless the player really wants that to be the case.

So for Pokemon like Goomy or Grimer, it’s up to interpretation! If you’d like your character’s Goomy to be particularly germy and be giving people colds when they touch it (with the involved players’ permission of course), that’s fine. But if someone wants a Goomy they can hug without getting sick, that’s also fine! We will ask that a Pokemon not start a serious plague or an event-level incident without mod permission, but something small is entirely up to the players involved.

As for movesets, at this point new-to-the-game Pokemon should be using Gen VII movesets! Pokemon that were in the game prior to the latest generation are allowed to grandfather in their old movesets and just add new moves if necessary.
