While the big bosses are (obviously) aware of Steven's relationship with Jack, they keep an eye on it only to ensure he's not using it as an excuse to slack off. Team Rocket doesn't exactly have a workplace code of ethics other than "make us money." Which, good news: this DEFINITELY makes them a nice sum of money!
Not enough to advance past Private, of course--you'll have to work harder than that, or at least work hard like that WAY more often--but they are very happy to see he's not under the impression that Jack's position hasn't give him a false sense of security, or unmerited confidence. Or at least, not so much unmerited confidence that he isn't working hard to make them money. Or owning up to mistakes.
So that reputation? Looking pretty good right now, actually.
