That said, your proposed rules for the warp pads actually seem to be limiting them further than they currently are!
There is currently no limit on how many times you can use warp pads a day, nor is there a limit on how many individual warp pads you can use. Meaning that getting from Goldenrod to Cherrygrove is as simple as heading over to the Goldenrod PokeCenter, stepping onto the warp pad (to Azalea), and then stepping to the left twice (to Violet, and then to Cherrygrove). Then they can get back the same way. Whether they're greeting newbies, holding a mingle party, or really [i]do[/i] want a spa day, they're still free to warp to their heart's content!
The only caveats to this are that you cannot warp somewhere you haven't reached on foot first (like you mention in your proposal), and that if you decide to go nuts and warp around Johto nonstop for an hour you're going to wind up very dizzy. (Just warping a few times successively probably wouldn't cause any adverse effects unless your character is particularly prone to vertigo or carsickness!)
Please feel free to let us know if (and where) there was any confusion regarding how the warping system works, so that we can clear up any... well, unclear wording on the info page(s) if necessary! (As always, our FAQ is a perpetual work in progress, so we're definitely aware some of the older content leaves a lot to be desired!)
