Jack Morrison was widely considered a determined and brave individual by those who spoke of him in his youth. He chose to enlist in the military due to the Omnic crisis, wanting to defend his home and protect those who could not protect themselves. His work ethic and courage were noted by those in his command, and it is what got him into the Soldier Enhancement Program, America's super soldier program of the early 2000's. His quick thinking and charisma got him to lead an eclectic team of soldiers from all over the world. He was able to wrangle diverse individuals with sometimes conflicting personalities into a cohesive team with his charm, and in turn they listened to him without (much) question, bringing out the best in each other. This was the reason he was chosen to be the head of Overwatch after the Omnic Crisis was over.
Jack before the incident was a caring, if firm, individual. He viewed it as his mission to protect the innocents of the world from the horror of war. He was willing to deal with the red tape and the job of being a public figure with the US and the UN, in order to give humanity and omnics a better future. (It's worth noting that, despite fighting Omnics and dealing with uprisings, he has no specific lines in-game about distrusting them, unlike game heroes like Zarya and Satya). He was still dedicated to helping train Overwatch's new agents - when Tracer is on her first mission, he addresses her personally and recognizes her easily. He was protective of his friends and his team mates - he almost compromises a mission when Ana is hurt, worried about it her, and he defends Gabriel's actions from question. It's shown with the two of them that Jack may have deliberately kept himself in the dark for Gabe's work in Blackwatch, Overwatch's covert division.
Years of playing the public game took its toll on Jack, and his relationships. He was put in the position of defending many failed missions, both Blackwatch and Overwatch's - such as the mission where Ana, his best friend, was supposedly killed. Public opinion turned on Overwatch, not seeing a need for its existence now that the crisis was over. He faced more red tape getting into a position to help people - Overwatch, for instance, was forbidden from entering the UK during the Kings Row Uprising. Wanting to help protect people, Jack ultimately chose to ignore the order to send in a team so that he could help, despite the public PR repercussions for doing so.
During this time, Jack and Gabriel grew apart, in part because Jack seemed to resent Blackwatch's ability to move freely, while Overwatch was constrained. Meanwhile, a criminal organization named Talon put itself into public positions of power - there were even rumours they put agents in Overwatch. The relationship between Jack and Gabriel deteriorated to the point they came to blows in Overwatch's HQ the year before it was shut down. During this incident the building was bombed, and both of them were considered dead.
Enter Soldier: 76.
Jack survived the bombing but was embittered by how the public (and his friends) had turned against Overwatch. He decided that if the world had no place for Overwatch, then it was better off being shut down, and that there would be no place for heroes either. He became a vigilante going by his old SEP number, 76. He armed himself and began what he deemed a clean up of criminal organizations. He holds a vendetta (he calls it a war) against those he believes have betrayed him - mainly those in the former Blackwatch division. He's focused on the fact that Gabriel is now alive as well - and working as a mercenary for Talon, further solidifying his thoughts that he was betrayed. He accuses Ana, when he finds her alive, of having 'given up' on fighting others, but also says that this war is his in the same breath. He's sullen and bitter about the state of the world, often taken to drinking. He also states that he's a soldier and his war will never end - indicating that he intends to continue fighting until whatever the end entails.
Despite claiming there's no place for heroes, and saying he's a vigilante, he still operates in the best interests of the people. He takes down some thugs in Dorado, and chooses to protect a young girl instead of pursuing them. Ana also tells him about a criminal that is hurting civilians in Egypt when he asks her to leave with him, claiming he would never let that stand. He proves her correct, offering to help her with it (although in exchange for her helping him). He also views it as his responsibility to deal with what Overwatch left in its wake, mainly Talon or the problems in local cities as a result of destabilization. However, he uses this argument of responsibility as a justification for his vendetta, and he's been called out for it before.
He's also still quite charismatic - he tries to act more gruff and short with people, but he isn't able to shake thirty-plus years of being in the public spotlight. His attitude to get things done hasn't changed, either, even if he has to get them done himself instead of on a team. In fact, it seems he tries to be less of a team player than he was before - but he's quick to team up with people again if the opportunity presents itself, such as with Ana. He's still dedicated to his job of protection, just in a different way, compared to how he worked previously. Protecting people is still his biggest goal.
