    Personality: Walter has a shy, calm demeanour that hides a twisted loneliness and hatred towards humanity. Raised in isolation and abused by the cult of Silent Hill, he is extremely devout to their teachings and religion. For the vast majority of his life he was never shown any kindness or love and taught that humanity is nothing but cruel and sinful. As a result of this he has trouble feeling empathy towards others. He also has a sense of self-righteousness above others and, due to his beliefs that the deaths of his victims will cleanse the world of sin, has no sense of remorse. Despite this, he doesn't show any hatred or resentment towards Henry and Eileen and is even soft-spoken and polite; possibly because of their roles (as the Mother Reborn and Receiver of Wisdom) or simply because he doesn't see a reason to hate them. Their murders aren't intended to be personal, only a required step to complete the 21 Sacraments ritual.

    His stoic appearance hides many of his more prominent emotions, although he sometimes does slip. At heart he is a heartbroken and lonely child, reflected in how his created Otherworlds are nightmarish reflections of real places, full of monsters representing people and creatures he's met and reflecting his view of the world around him. There is even a projection of his boyhood self, little Walter, that roams these worlds revealing his youthful innocence and deep-seated desire to be with his mother again. He laughs when Henry attacks him (something he continues to do during their final confrontation, no matter how close he is to being defeated), presumably amused by the outburst of emotion. He also laughs occasionally when chasing Henry and Eileen, seeing it as a 'game' to hurry them onwards.

    Walter is nothing sort of devoted to his cause and displays some methodical tendencies despite the brutal nature of his murders; no matter how his first victims died, he always made sure their hearts were left untouched so he could surgically remove them for the ritual and picked each of his post-suicide victims for a reason. However he is deeply misogynistic as his female victims are often brutalised and horrifically maimed - a point that is especially noticeable in the death of young twins Billy and Miriam, as Billy was killed in one blow while Miriam was hacked apart. It can be implied that he waited two years to see if Henry would be a suitable 'Receiver of Wisdom' and thus, be the final Sign for the ritual.

    Due to being nearly bitten by one, Walter has a strong fear of dogs and canines. This won't stop him from attacking one that gets in his way.

    Strengths: Walter is exceedingly calm and always polite, even towards his intended victims are they fight against him or disregard him as an insane serial killer. He even speaks to them in an affable manner, maintaining a pleasant demeanour which can become a little eerie.

    A patient man, he has no problem waiting for the right time and place to strike or to put his plans into motion. He managed to chase a victim to New Mexico and watched Henry for two years before deciding he would be his 'Receiver of Wisdom' and locking him in his room.

    Even before death he was strong, capable of beating one of his victims to death, and versatile in his methods.Whether these weapons are improvised or chosen beforehand, he's used a variety of means to dispatch those in his way and his Sacraments, even using ironic or meaningful methods for certain individuals. In combat he can be ruthless, uncaring of the injuries he takes if he can take down his target first.

    It's implied that he studied medicine, as he was a university student before his murder spree and was able to expertly cut out his victims hearts and stitch up the wound. 

    Weaknesses: Walter has trouble feeling remorse or empathy and struggles with caring for or about others. He simply doesn't understand and, after being treated cruelly for the vast majority of his life, he doesn't know how to be truly kind. When shown the only act of kindness in his life; a young Eileen giving him a doll while he was homeless; he cried. This also led to him choosing Eileen to be the 'Mother Reborn' of his Sacraments. Being the only person to ever be nice to him, it would make sense to choose her as the 'mother' figure of his sacrifices.

    He's a devout believer in the religion of the Order; a cult that teaches that humans are cruel, selfish sinners by nature and that the world must be purged of it's evil by a God born from suffering, who will lead them to Paradise. This makes him distrustful and sees other people as filthy sinners - members of the Order were taught that they alone knew the path to righteous, also giving him a sense of superiority over others. 

    It's hinted that he is vaguely aware of the Order's lies about room 302 being his sleeping mother. But a lifetime of belief, enforced with isolation, beatings and abuse, is hard to overcome and would mean sacrificing everything he has done in his life, leaving him with nothing.

    Had he done something wrong?
     
    Walter couldn't understand. He had been waiting with the Eileen, the Mother Reborn, for Henry, Receiver of Wisdom, the very last of the 21 Sacraments...only to black out and awaken in a dark room on a firm bed. The blood stains from his neck and clothing gone, his skin whole and his heart - his heart beating strongly, pumping blood around his body. He was alive. The letter had told him what he needed to know and given brief descriptions of the pokemon given to him. 
     
    He ignored all the people milling past, ignored the rustling of trees and the wild Pokemon that ran past, lost in his mind. He was sat on a bench in a park, breathing deeply and taking in the sensation of being alive again. He registered that he could feel the breeze again after a decade of death, that he was clean so his hair didn't fall in slick ropes but a soft curtain, blocking passers-by from seeing his eyes. He couldn't complete the Sacraments. He didn't know where Mother was. He was alive. Why?
     
    Why was he here? Was this the Paradise he had hoped to achieve? Was it a gift from Mother, to give him life and these creatures to do his bidding in a new world? 
     
    It couldn't be. The black bird (a Murkow, the 'Darkness Pokemon') indulged in collecting anything that glittered and was known to thieve for gold. The little skull-wearing creature (Cubone, the 'Lonely Pokemon') was an orphan, forcibly separated from it's mother and mournfully crying out for her even as it wore her skull. What Paradise would have such creatures? One that induced suffering with it's greed, the other... the Cubone was currently on his lap, letting him inspect it with a quiet, shy demeanour. It really didn't like when he tried to touch under the skull it wore - he felt under it's rim and then left it be. 
     
    Team Rocket, whoever they were, wanted him to work for him. He could do that. Until he found his bearings, found out why he was here and how to get back - back to his worlds, back to Mother, back to his Sacraments - he could obey. There was a reason he was called to this place. He would find it, eliminate it, and move on. Even if it meant purifying this world of it's sins, he would do it. Anything to be reunited with Her. 
     
    Walter gave the Cubone in his lap a smile. So much like him as a child, openly crying for his Mom. But it would grow strong. He had checked what his Pokemon would be become, looked up whatever information he could to familiarise himself with what they would be capable of. "Sorrow and cruelty is a part of life." He spoke to it softly, like a parent teaching a child, letting it look up at him with wide, innocent eyes. "You will know this in time." He rubbed a finger over it's skull, before picking it up under his arm and walking towards the Rocket's building.
