IN-DEPTH BRED MOVESETS TUTORIAL
So you want to breed your Pokémon! It's a subject that looks complicated and overwhelming, especially figuring out what moves your babies will inherit, so this guide will go step by step and break it down into manageable chunks. So long as your Pokémon are in the same Egg Group they can breed, and the more creative you get with combos, the more unique the resulting baby Pokémon can be. But before we get to the babies, we have to take a look at:

Non-Player Characters

The world of Victory Road has as many different kinds of people in it as it does species of Pokemon-- and that’s not limited to the player characters who are experiencing it for the first time! While player characters will naturally interact with each other first and foremost, this is no isolated town or building that they're trapped in with only each other for company. There's a whole world out there-- a world of people with hopes, dreams, and, yes, sometimes obnoxious conversational habits. They're your neighbors, they're your employers, they're that weird kid on Route 30 who keeps calling you up at 3 AM to brag about his Rattata. Whether your character is a social butterfly or a disgruntled loner, it's a given that they'll be interacting with the locals just as much as with their fellow otherworlders.
We encourage everyone to have fun with this-- there's no need to ask permission before having your character work at a cafe where the manager is a tyrannical little bald dude with a really ugly Arbok tattoo, or assuming that the friendly Magikarp-toting Fishermen who frequent your character's favorite picnicking spot by the river wind up getting to know them on a first-name basis.
Of course, there are also specific NPCs who your characters will become familiar with over the course of their time in Victory Road, so it's time to get acquainted!

Which Moveset are we using? Generation VI.
Abilities Not Currently Allowed: Dream World Moves, Hidden Abilities
Overall Note - Regarding Pokemon learning moves they normally don't know: This is not allowed in-game. If a pokemon is unable to learn a move naturally or via TM/HM, they are unable to learn the move at all.
Heart Scale? There wouldn't be at this current time. We aren't using Heart Scales in Route.
I'd understood the starters having standard move-lists for their level; is it normal for starters that wouldn't have an actual attack move (Feebas, Magikarp, Ralts who gets theirs at level 6, etc.) to start with an egg move or something to cover that? And if they normally would, is it alright to leave the character with the starter NOT knowing any useful attacks?
They start with the first attacking move available to them as if it were bred there. It is up to the player to have that move or not, so feel free to not have the Feebas know anything useful!
Relearning Moves: There is no way to relearn moves in the game. It's irrelevant considering we don't have the four-move restriction, therefore all learned moves will stay right where they are. You can assume that a pokémon is getting rusty from not using a move but then it's just a matter of practice when it comes to getting it "back".
Move Tutors: All of the move tutors from every Generation can be found around Johto and Kanto and in random locations, so make use of them when you see them. Their services are completely free, as they pride themselves in their ability to teach. However some might only teach to pokémon they deem 'worthy', like pokemon that are obviously cared for or very happy, or that show potential for the move being taught.

What do you mean, 'it never ends'?
These are the songs that are always playing in the Johto Journey. You know, the bizarre 16bit tunes that brought the feel of the game? They're here too! And they're never ending. Typically, it's only at a soft volume, like the volume you'd hear at a department store. But it's noticeable. It's always there.
Don't go mad! You'll enjoy it... eventually.
